In September 1982, Deng Xiaoping and the British Prime Minister Mrs. Thatchers talked about the issues of Kong Kong. Deng Xiaoping stressed that sovereignity was nonnegotiable. That the Hong Kong continues to prosper fundamentally depends upon the implementation of policies that suit to Hong Kong after China took it over.
