SARS led to record of labour disputes

  The Labour Department handled 141 labour disputes and claims, a record high, at the peak of the SARS outbreak this year.
Permanent Secretary for Economic Development and Labour Mathew Cheung Kin-chung said this yesterday.
"The second quarter of this year when SARS broke out was the most difficult period as far as labour relations are concerned," said Cheung.
He made the remark while addressing a seminar entitled "strengthening platforms of tripartite co-operation" yesterday.
In the single quarter, the department handled 141 disputes, an increase of 40 per cent compared with 101 in the first quarter this year or 53 per cent against the same period last year.
But the situation has improved after SARS subsided.
The department resolved 65 per cent of the 31,763 labour disputes and claims it handled in the first 11 months of this year through conciliation, a record figure since the Asian financial crisis in 1997.
The dispute and claim figures decreased by 1,309 or 4 per cent compared with 33,072 in the same period last year.
In addition, in the first 11 months of this year, the department recorded only one strike.
Furthermore, in the face of economic restructuring and keen market competition, harmonious labour relations are pivotal to the optimal utilization of human resources, Cheung added.
This goal had been achieved through such channels as the labour advisory board (LAB) and tripartite committees set up at the industry level, said Cheung.
