What Measures has the Chinese Government Taken to Promote Relations between the two Sides of the Taiwan Straits?

  The Chinese Government has taken a series of initiatives in addition to formulating the basic principle of "peaceful reunification and one country, two systems" and related policies to promote the development cross-Straits relations, proposing to realize reunification through negotiations and calling for direct cross-Straits links in post and telecommunications, trade, and air and water transportation.

In the political field, it has made relevant policy adjustments and taken measures to alleviate hostility. The Supreme People's Court and the Supreme People's Procuratorate have decided not to prosecute people having gone to Taiwan for their criminal offenses committed prior to the founding of the People's Republic of China.

In the military field, it has, on its own initiative, taken measures to ease confrontation between the two sides of the Taiwan Straits. It has stopped shelling Jinmen and other islands since January 1979 and reduced the number of troops stationed along the Fujian coastline.

In the economic field, it has encouraged Taiwan businesspeople to invest in the mainland and undertake cross-Straits trade, and provided protection for the lawful rights and interests of Taiwanese businesses having invested in the mainland. To provide better legal protection for Taiwan investments, the National People's Congress enacted Law on the Protection of Investment by Taiwan Compatriots in 1994. In August 1996, the Ministry of Communications and the Ministry of Foreign Trade and Economic Cooperation promulgated regulations on the administration of cross-Straits marine transportation and cargo shipping agency services.

The Chinese Government has also taken measures to promote exchanges of personnel as well as exchanges in such fields as science and technology, culture, sports and journalism. It has authorized the non-governmental Association for Relations Across the Taiwan Straits (ARATS) to establish contacts with the Taiwan-based Straits Exchange Foundation (SEF) and conduct regular consultations on economic and routine matters with SEF.

On January 30,1995, President Jiang Zemin gave a speech entitled "Continue to Strive for the fulfillment of the Great Cause of Reunifying the Motherland," in which he put forward eight proposals on promoting cross-Straits relations and a peaceful reunification of China. The speech has been well received by all Chinese at home and abroad. The eight proposals, which include a series of creative measures to promote political, economic and cultural relations between the two sides of the Taiwan Straits, have contributed to the development of bilateral relations.
