Why are "Wang Daohan--Koo Chen-fu Talks" an Important Step of Historical Significance in the Development of Relations between the two Sides of the Taiwan Straits?

  In December 1991,the non-governmental Association for Relations Across the Taiwan Straits (ARATS) was established in Beijing to promote cross-Straits exchanges, develop bilateral relations and realize a peaceful reunification of the motherland. It is authorized to establish contacts with the Taiwan-based SEF and conduct routine consultations with the latter on specific matters arising from contacts between compatriots on both sides of the Taiwan Straits. In April 1993, ARATS head Wang Daohan and SEF director of the board Koo Chen-fu held their first talk in Singapore and signed the following four documents "Joint Agreement of the Wang--Koo Talks," "Agreement on Rules for Liaison and Consultation between the Association for Relations across the Taiwan Straits and the Straits Exchange Foundation," "Agreement on the Use and Verification of Documents of Notarization on Both Sides of the Straits" and "Agreement on Issues Concerning the Inquiry and Compensation for Registered cross-Straits Mails." As evinced in those documents, the talks have been defined as non-governmental and functional, focusing on economic and routine matters. The first Wang-Koo talks achieved important progresses in plans for cross-Straits exchanges in the fields of economy, development of energy resources, culture, education and science and technology. The talks have also established mechanisms for regular contacts between ARATS and SEE Before the talks, ARATS and SEF had reached an oral consensus that "both sides of the Taiwan Straits adhere to the 'one China' principle," which laid the foundation for the success of the Wang-Koo Talks.

The first "Wang--Koo Talks" represented the first public contact and consultation between the top leaders of authorized non-governmental organizations from the two sides of the Taiwan Straits in the last four decades and more. It has had an extensive, positive impact on the development of cross-Straits relations and marks an important step forward of historical significance in cross-Straits relations.
