All countries in the world that have established diplomatic relations with China have reached formal agreements or understanding with the Chinese Government on the Taiwan question in accordance with international law and the "one China" principle, undertaking not to set up any form of official relations with Taiwan. According to international law, a sovereign state can be represented by only one central government. All countries that have established diplomatic relations with China recognize that the Central People's Government of the People's Republic of China is the only legitimate government representing China as a whole, recognize and respect China' s stand that there is only one China in the world and that Taiwan is a part of China. Therefore, as a part of China, Taiwan is not qualified to represent China in the international community, neither can it establish "diplomatic relations" with foreign countries and develop any relations of an official nature with them.
