How to understand "Under whatever circumstances, we will safeguard the legitimate rights and interests of businessmen from Taiwan"?

  Jiang Zemin said: "We will continue to implement over a long period of time the policy of encouraging businessmen from Taiwan to invest in the mainland and enforce Law of the People's Republic of China for Protecting Investment of Taiwan Compatriots. Under whatever circumstances, we will safeguard the legitimate rights and interests of businessmen from Taiwan."

The Chinese government has always paid great attention to developing cross-Straits economic cooperation and encouraged Taiwan businessmen to invest in the mainland. Naturally, it will do its best to protect the legitimate rights and interests of Taiwan businessmen. To do this, the Chinese government has enacted relevant laws, regu-lations and specific policies. And in recent years greater attention has been paid to providing protection through legislation. This is why Law of the People's Republic of China for Protecting Investment of Taiwan Compatriots was enacted. Relevant departments in the mainland attach importance to views and complaints from Taiwan businessmen, work hard to improve investment environment, deal seriously with bribery soliciting and unauthorized fee charges, and try to provide good services for investors from Taiwan. All these demonstrate the Chinese government's genuine wish and actual effort to protect the legitimate rights and interests of Taiwan industrialists and businessmen.

The Taiwan authorities have set a host of restriction on investment in the mainland by Taiwan businessmen and always made use of episodes in crossstrait relations to arouse misgivings of Taiwan businessmen about investing in the mainland. In the latter half of 1995, when cross-Straits political relations became tense, some people in Taiwan spread rumors such as "The mainland will use Taiwan businessmen as hostages" and "The risk of investing in the mainland has increased," attempting to instigate Taiwan businessmen to withdraw their investment and shake their confidence in investing and doing business in the mainland. As a matter of fact, it is precisely during this period that the central government called on local governments to seriously implement Law for Protecting Investment by Taiwan Compatriots and help Taiwan businessmen solve problems and overcome difficulties. Cental government depar tments also sent teams to provinces with a concentration of Taiwan-invested enterprises to inspect and urge enforcement of the law. In fact, not a sinle Taiwan investor has withdrawn his or her investment in the mainland because of political reasons, and Taiwan businessmen have continued to invest in the mainland since the latter half of last year. All these demonstrate that the Chinese government will protect the legitimate rights and interests of Taiwan businessmen under whatever circumstances.
